Anti Ragging Norms and Measures
Dear Students,
“Ragging is illegal, inhuman and punishable offence. It is an evil in the civilized society. Hon’ble Supreme Court and UGC have directed the educational institutions to prohibit, prevent and eliminate the scourge of ragging.”
The University administration and faculty are very serious about this issue.
The purpose of this leaflet is to inform, both fresher and senior students about rules, regulations and punishments of ragging. All the students are instructed to go through this leaflet and cooperate to eliminate the ragging completely from our Campus. It will be beneficial for the Institution, for the society, and for the future of the students. The fresher students are not to be ragged by senior students. Parents are requested to boost morale of their wards and encourage them to report the case of ragging to the authorities.
Ragging: Ragging constitutes one or more of any of the following acts:
1) Any conduct by any student or students whether by words spoken or written or by an act which has the effect to teasing, treating or handling with rudeness a fresher or any other student;
2) Indulging in rowdy or indisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension.
3) Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student;
4) Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher;
5) Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
6) Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students;
7) Any act of physical abuse including all variants of it; sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person;
8) Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student;
9) Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.
Administrative action in the event of ragging: The University/ Institution can take action on student and punish if found guilty of ragging after following the procedure and in the manner prescribed herein under:
1. The Anti-Ragging Committee of the institution shall take an appropriate decision, in regard to punishment or otherwise, depending on the facts of each incident of ragging, and nature and gravity of the incident of ragging established in the recommendations of the Anti-Ragging Squad.
2. The Anti-Ragging Committee may, depending on the nature and gravity of the guilt established by the Anti-Ragging Squad, award, to those found guilty one or more of the following punishments, namely;
a. Suspension from attending classes and academic privileges.
b. Withholding/ withdrawing scholarship/ fellowship and other benefits.
c. Debarring from appearing in any test/ examination or other evaluation process.
d. Withholding results.
e. Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.
f. Suspension/expulsion from the hostel.
g. Cancellation of admission
h. Rustication from the institution for period ranging from one to four semesters.
i. Expulsion from the institution and consequent debarring from admission to any other institution for a specified period provided that where the persons committing or abetting the act of ragging are not identified, the institution shall resort to collective punishment.

AFFIDAVIT BY THE STUDENT

2) I have, in particular, perused clause 3 of the Regulations and am aware as to what constitutes ragging.
3) I have also, in particular, perused clause 7 and clause 9.1 of the Regulations and am fully aware of the penal and administrative action that is liable to be taken against me in case I am found guilty of or abetting ragging, actively or passively, or being part of a conspiracy to promote ragging.
4) I hereby solemnly aver and undertake that
a) I will not indulge in any behaviour or act that may be constituted as ragging under clause 3 of the Regulations.
b) I will not participate in or abet or propagate through any act of commission or omission that may be constituted as ragging under clause 3 of the Regulations.
5) I hereby affirm that, if found guilty of ragging, I am liable for punishment according to clause 9.1 of the Regulations, without prejudice to any other criminal action that may be taken against me under any penal law or any law for the time being in force.
6) I hereby declare that I have not been expelled or debarred from admission in any institution in the country on account of being found guilty of, abetting or being part of a conspiracy to promote, ragging; and further affirm that, in case the declaration is found to be untrue, I am aware that my admission is liable to be cancelled.
